How do cultural institutions in general try to view artist’s who doesn't fit in the legitimized form of artistic production? What does Starving Artists and Working Artists means in the Asian context in general and how do we understand its dichotomy? Jay Ticar- a Filipino Artist and Migrant in Japan, who aims to publish a book on Working Artists, will further talk about these questions and give us clarity pertaining to the said topic.
